A source close to the development of the IOS 9 says, Apple immerse new kernel in terms of security, called Rootless. This kernel is called able to fend off any activity that wants to access the protected part of the IOS 9.
Usually shielded part is associated with the administrator authority. If it is able to access the protected part, was certainly so users can perform the desired changes, one of which is what is called jailbreak.
